| I dont think that foreign companies make so much money you are expecting guiding their own tours. As Nepali people get much lower wages than foreign guides It would make absolutely no sense. Therefore many travel companies abroad work together with Nepali agencies. But there are some very reason that foreigne companies want to have some of their own staff with the clients, language or special skills or maybe just that their clients feel more confortable with some tour leader from their own country. And long term business has a lot to do with customer orientation and satisfaction. But any way every tour agency will think twice before using expensive foreign guides! But it may make sense. But I can not see, why any porter or porter guide should be appointed just by a trekking agency if i know personally some who i can trust and if I pay more than the trekking agency would do? Why should this be illegal? Where is the added value of the agency, except that it is taking a part of the money? Thats all the fuzz of some of the TAAN agencies, they want to make some extra profit without convincing their clients by an outstanding service. By the way, if you would come to Europa as a group leader with Nepali Tourist Group I don't think that there will be any restrictions to do so.
